  • USD1 lost $410M in two weeks as large holders redeemed. World Liberty's final OCC approval has not arrived.
Before it opens, the trust bank must raise $20 million in capital, and its approval lapses after 18 months.
LEAD ESSAY / 4 MIN / 5 DOCUMENTS / STORY FILE WLF-COIN
If you held $200 million in a digital dollar, how fast would you want your cash back?
One wallet answered that question this month. From Oct. 6 to Oct. 15, it handed $200.43 million of USD1 back to the issuer. It came in 12 batches of $30 million to $50 million each. Researchers at Onchain Benchmark traced every batch, but they can’t say who owns the wallet or why it cashed out.
USD1 is World Liberty Financial’s stablecoin. In plain English, that’s a digital dollar meant to be backed one-for-one by cash and Treasurys. The president’s sons co-founded World Liberty, and an entity tied to the Trump family owns 38% of it...
Let me show you how big the exit was. CoinGecko data put USD1 at $4.43 billion on Oct. 6, and by Oct. 19 it was down to $4.02 billion. That’s $401 million redeemed in two weeks, or 9.1% of the coin. You can pull up the same chart yourself. Redeemed means holders traded tokens back for dollars, and the tokens were destroyed.
$200 million from one address
Here’s what bothers me. On Ethereum, holders redeemed another $184.60 million across 63 burns. More than 99% of it went through a wallet labeled BitGo, the trust company that issues USD1 today. Supply on that chain fell 11.45% in nine days. Over the same stretch, USDC dropped 2.18% and USDT dropped less than 1%.
“The most brazen act of self-dealing our financial system has ever seen.”
SEN. ELIZABETH WARREN, VIA THE HILL
But I want to be fair to World Liberty. Trading stayed between $0.998 and $1.000, so the coin never fell meaningfully below a dollar. A reserve dashboard run by World Liberty showed about $4.01 billion behind it on Oct. 19. Holders found the money there when they asked for it... and they asked for $401 million.
OCC Corporate Decision #1385
This exit came while World Liberty is trying to become its own bank. Aug. 14 is the date to remember. That day, the Office of the Comptroller of the Currency gave World Liberty Trust Company a preliminary conditional approval. Congress gave that agency the job of licensing national banks. Put simply, that’s a yes with conditions attached. Jonathan Gould runs the OCC, and Trump appointed him.
FILED / OCC CORPORATE DECISION #1385
13 PAGES
The OCC grants preliminary conditional approval to World Liberty Trust Company, a national trust bank in Bay Harbor Islands, Florida, that would issue USD1 and hold its reserves. Minimum capital is $20 million in tier 1 capital, which is the owners’ own money on the line. Half or more must sit in cash or short-term government debt. Approval lapses if that capital isn’t raised in 12 months or the bank doesn’t open in 18, and the agency can rescind it sooner.
Three passivity commitments are attached to the decision. Those are written promises not to control or influence the bank. Eric Trump signed one for DT Marks, the family holding company. American Banker reports that the Donald Trump Revocable Trust owns 70% of DT Marks. You’ll notice what those promises cover. Control is all they limit, and they say nothing about profit.
The bankers’ lawsuit, filed Oct. 2
Four days before the redemptions began, the Independent Community Bankers of America sued the OCC in federal court in Washington. Its complaint counts 21 national trust charters approved or conditionally approved in Trump’s second term, 13 of them for crypto companies. ICBA wants a judge to strike down the March 2026 rule behind those charters. Nowhere does the suit name World Liberty as a target, and a lawsuit doesn’t freeze an approval on its own.
Washington had fair warning about all of this. Back in January, Sen. Elizabeth Warren sent Gould a letter asking him to pause the review until the president divested. Gould didn’t pause it. And as of this morning, I can’t find a final approval posted for World Liberty Trust.
So here’s your stake in it. World Liberty says the charter will bring regular federal exams, and maybe it will. But the trust bank won’t take deposits or carry FDIC insurance. So the USD1 in your wallet or your fund depends on the reserve and the examiners. Trump’s family owns 38% of the company those examiners would supervise. Fortune reported that Trump has earned more than $500 million from World Liberty already.
Large holders pulled $401 million before that bank even exists. They didn’t wait for the final approval... will you?
