How hard is it to get a bank charter in America?
Try it. I mean that... go ahead and try. You'll file with the Office of the Comptroller of the Currency, the federal agency that licenses national banks. Examiners will pull apart your capital, and they'll go through your governance line by line. Then they'll look hard at every person who'd end up sitting near the money.
You'll wait years for an answer, and the odds are you'll be turned down anyway. World Liberty Financial waited about ten months. The applicant is 38% owned by a family trust, and its seed round closed at $10 million six weeks before the order came down.
The comptroller
Let me walk you through who signed. The comptroller is appointed by the president and serves at his pleasure, so the person who decided this application answers to the person whose family benefits from it. And the approval is conditional, which in plain English means a yes with conditions attached. The conditions are in an annex, and we read it.
The structure raises questions no examiner can answer from inside the agency.

Two senators sent a letter on August 11 asking for a deposit cap before any approval. The order arrived thirteen days later without one. So the objection exists on paper, and the paper lost.

The order itself runs nine pages. It names the applicant, the capital committed, and the people who will sit on the board, and it says nothing about the trust that holds better than a third of the equity.

Conditional approval granted to World Liberty Financial to organize a national bank, subject to capital and governance conditions set out in Annex A. The order does not reference beneficial ownership above the 10% reporting threshold.
You can read that two ways. Either the examiners missed a 38% holder, or they saw it and decided it wasn't their problem. Neither reading helps you as a depositor, because you're the one whose money the charter lets them take.

Here's the number that carries the story, and it comes straight from the charter application. A family trust holds 38% of the applicant. That trust is controlled by the president's sons, and the president appointed the man who approved the bank. That's the entire chain of custody, and it fits in one sentence.
So what do you do with it? You watch the deposit cap the senators asked for, because a bank without one can take your money at scale. And you watch the annex, because conditions can be waived by the same office that wrote them. We'll be reading both.
